Approved Infant/Toddler Curricula In West Virginia
Newly Approved Curriculum (as of 2022)
The West Virginia Infant/Toddler Specialist Network developed a list of approved curricula for use with children ages birth to 3 years. Many curriculum frameworks were reviewed using specific criteria to establish a list of curricula that are developmentally appropriate to the ages served and that are linked to the WV ELSF for Infants and Toddlers.
Beginning in 2022, the Program for Infant/Toddler Care (PITC) Curriculum has been added to that list for use and when applying for Tier II quality status. For more information, please contact your Infant/Toddler Specialist.

Approved Curricula for Child Care Centers
Centers applying for Tier II quality status may choose from the following approved curricula:

Creative Curriculum for Infants, Toddlers, and Twos
Second Edition, Revised 2011 -
Tender Care and Early Learning—Supporting Infants and Toddlers in Child Care Settings
Second Edition, Revised 2011 - Note: Many providers already use Creative Curriculum in preschool settings—it can now be used seamlessly from birth through age five.
- Tender Care is part of the HighScope curriculum series, which is also approved for preschool classrooms.
Curricula for Family Child Care Homes and Facilities
Family child care providers may select from these approved options:
- Creative Curriculum for Family Child Care
- HighScope for Family Child Care
These choices meet the criteria for developmentally appropriate care and can be used to meet Tier II quality standards.
