Why This Document Matters

Purpose of the Framework

The purpose of this document is to establish a common language to illustrate what infants and toddlers should know and do in the developmental process. It is designed as a planning resource, and should not be used as an assessment tool. Users should carefully observe children, record notes, and use the document to guide intentional planning of activities to enhance a child’s development.
